Taking pictures in low light is no easy task, good ones anyway. Most cameras have a flash but it's just there for the sake of it, it doesn't help you take better pictures because it simply puts a whole load of light face-on - it doesn't look natural. One way to avoid that is of course to use a source of light which is made to look natural. Other things you can do is open the aperture all the way so it is at its widest setting, this then lets in a lot more light. Using a slower shutter speed can also help because it then gives the camera more time to gather more light. There are various things you can do to take better pictures at night, but it's about using them all together which will enable you to take the best pictures.
